BGS Holds a Special Workshop on Studying and Implementing the Spirit of the 20th National Congress of the Party, as well as an Expanded Study Session for the Party Committee’s Theoretical Study Center Group.

As the CPC Central Committee has issued a decision on earnestly studying, publicizing, and implementing the spirit of the 20th National Congress of the CPC, sparking a nationwide upsurge in learning, publicizing, and implementing the spirit of the 20th National Congress across the Party and the country, on November 1, the Party Committee of the Ground Services Company organized a special seminar on studying and implementing the spirit of the 20th National Congress, along with an expanded study session for the Party Committee’s theoretical study center group. The meeting was chaired by Lü Haifeng, Secretary of the Company’s Party Committee and Chairman of the Board. Zhang Hongkong, General Manager and Deputy Secretary of the Party Committee, and Shi Yuhong, Deputy General Manager and member of the Party Committee, shared their insights and learning experiences in light of practical situations.
At the meeting, Lü Haifeng led the study of the work report submitted by the 19th Central Commission for Discipline Inspection to the 20th National Congress of the Communist Party of China. Participants jointly watched videos interpreting the report of the 20th CPC National Congress and engaged in intensive study of topics including the amended Constitution of the Communist Party of China adopted at the 20th National Congress on October 22, the recent spirit of the Politburo Meeting of the CPC Central Committee, and the important remarks made by Xi Jinping during the first collective study session of the CPC Central Committee’s Politburo.
Lü Haifeng emphasized that managers at all levels must regard studying, publicizing, and implementing the spirit of the 20th National Congress of the Party as their top political task. They should closely link General Secretary Xi’s important remarks with their actual work, consistently use the Party’s theories to fortify their minds, guide practice, and drive their work forward. They must coordinate and effectively carry out both epidemic prevention and control and safety service work, remain down-to-earth, work diligently and earnestly, and strive to achieve high-quality development of the ground service company. First, they must keep in mind “the country’s major interests,” cultivate a correct understanding of history, the overall situation, and their own roles, and firmly establish a sense of the bigger picture and a holistic perspective. Second, they must maintain strategic composure and carry forward the spirit of struggle. Third, they must focus on the bigger picture, coordinate the overall situation, lead through change, and create new prospects, striving to make progress amid change, achieve breakthroughs through change, and secure victory through change.
Lü Haifeng pointed out that today’s world is witnessing a major shift unseen in a century, and the international environment is becoming increasingly complex. Whether we can effectively respond to this profound transformation hinges on our ability to recognize changes with wisdom, adapt to them with effective strategies, and embrace change with courage. General Secretary Xi Jinping emphasized that this major shift brings both significant challenges and great opportunities, and we must seize the momentum to plan ahead, act in response to the situation, and work with the flow of events. For our company, given the recurring pandemic and the uncertainty surrounding air travel volumes, our operations are facing considerable difficulties. BGS must strive for survival amid the crisis, firmly anchoring our core business foundation, while also seeking growth amidst adversity through reform and innovation, and learning to diversify our business operations.
Zhang Hongkong emphasized that General Secretary Xi Jinping, in his report to the 20th National Congress, profoundly elucidated the rich connotations of Chinese-style modernization and underscored its essential requirements and key characteristics. As a joint venture, BGS should fully leverage its two strengths—Party building work and modern corporate governance—fully harnessing the Party committee’s leading role in collective decision-making and directional oversight on major corporate policies such as the “three major matters.” This will help us build a modern state-owned enterprise system with Chinese characteristics. In light of recent key tasks, Zhang Hongkong provided work guidance: management personnel at all levels must earnestly study General Secretary Xi Jinping’s important remarks on work safety as well as his significant instructions and directives for the civil aviation industry, strengthening their control over safety. At the same time, they must correctly understand and handle the relationship between stability and development—firmly upholding epidemic prevention and control while simultaneously promoting business growth, ensuring that both goals are pursued simultaneously without compromising either.
Drawing on her learning experiences and linking them to specific work tasks, Shi Yuhong put forward concrete requirements for daily operations. First, we must fully prepare ourselves to meet even greater challenges by comprehensively coordinating personnel deployment, ensuring the safe operation of equipment, and facilitating smooth collaboration among relevant units. We should enhance our capacity to respond swiftly and effectively to emergencies and ensure a smooth resumption of international flights. Second, we need to carry out targeted efforts such as refining operational standards, providing staff guidance and training, and conducting refresher sessions on epidemic prevention measures, thereby guaranteeing that we deliver the best possible service and support to international clients and travelers in top-notch condition. Third, we must fully recognize the severity and complexity of the current epidemic prevention situation, unswervingly adhere to the overarching strategy of "preventing imported cases and domestic resurgence" and the general policy of "dynamic zero-COVID," and remain meticulous and rigorous throughout the entire process of epidemic prevention and control—from start to finish.
At the meeting, participants exchanged ideas and conducted discussions based on their learning outcomes. The Party Branch of the Passenger Transport Department stated that it would enhance the appeal, impact, relevance, and effectiveness of learning by launching a distinctive weekly study activity focused on Party-building knowledge—using methods such as watching videos, interpreting reports, and answering questions through visual aids. The Party Branch of the Freight Transport Department indicated that through forms such as “Three Meetings and One Class,” themed Party Day activities, and study-and-exchange sessions, it would unify thinking, rally strength, and, taking the “two roles” as a key driver, ensure smooth service operations. The Party Branches of the Apron Management Department and the Aircraft Maintenance Department expressed their commitment to thoroughly studying and comprehending the spirit of the 20th National Congress of the Communist Party of China, gaining a deep understanding of the profound implications of Chinese-style modernization, and guiding Party members to stay grounded in the present, remain proactive, and move forward with courage and determination. The Directly Affiliated Party Branch of the Comprehensive Support Department stated that, as the company’s support department, it not only needs to effectively carry out internal study and publicity within its own ranks but also integrate the spirit of the 20th National Congress into key tasks such as ensuring equipment maintenance and providing personnel support under the “Two Centralizations” initiative, thereby helping the company strengthen its political leadership and collective efforts.
