BGS Holds a Briefing Session on the Management Position Exchange System

To further strengthen the management of cadres, deepen each department’s understanding of the cadre job rotation system, and promote the standardized and orderly implementation of cadre exchange programs, BGS recently held a briefing session on the cadre job rotation system. Attending the meeting were Zhang Hongkong, General Manager and Deputy Secretary of the Party Committee; Shi Yuhong, Member of the Party Committee and Deputy General Manager; and Zhang Yichen, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Commission.
At the meeting, the Human Resources Department briefed participants on the content of the exchange system and provided an analysis of its key components and operational procedures.
Zhang Hongkong explained the purpose and significance of this briefing session and put forward three key requirements regarding cadre exchanges and cadre management: First, we must deeply recognize the importance of cadre exchange programs. Cadre exchanges help elevate cadres’ political awareness, refresh their ideological perspectives, address weaknesses and strengthen strengths, enhance their capabilities, and boost work efficiency. They are also crucial measures for strengthening cadre team building, optimizing organizational structures, boosting the vitality of the cadre corps, stimulating a sense of responsibility and initiative, and effectively mitigating risks of corruption. Second, we must carry out the specific tasks related to cadre exchanges meticulously. Cadre exchanges should focus on key areas, strictly adhere to institutional requirements and procedures, and intensify training and management for exchanged cadres, enabling them to quickly adapt to new working environments and job demands, and promptly identify and resolve any issues that arise. At the same time, we must ensure that all cadres and staff understand the importance and relevant requirements of cadre exchanges, pay close attention to their feedback and suggestions, and continuously improve the cadre exchange system and working mechanisms. Third, we must persistently strengthen cadre team building. We must fully appreciate the significance of cadre work and consistently prioritize political criteria. In cadre management, we must practice genuine and strict management, dare to manage and be strict, and maintain rigorous oversight over the long term. We must firmly prevent and correct cadres who exhibit “Buddhist” attitudes, adopt a “lying flat” mentality, or take a “side-lying” approach. We must educate and guide cadres to strictly abide by discipline and rules, and consciously show respect and uphold bottom lines when facing Party discipline and regulations.
Heads of functional departments, heads of support departments, and key leaders from operational departments attended the meeting.
