BGS: Bringing Care and Concern to Employees in “Two Concentrations”

As one of the units with the largest number of employees participating in the “Two Concentrations” support effort at the capital airport, since the implementation of the “Two Concentrations” support model, BGS has consistently remained on the front line of ground-based prevention and control, shouldering the critical responsibility of “preventing imported cases” at the nation’s primary gateway—and truly putting political awareness into practice.
Over the past year and more, approximately 13,000 employee shifts across 65 batches have been involved in the “Two Concentrations” service and support efforts. Among them, personnel from the Apron Operations Department and the Aircraft Maintenance Department—who are responsible for apron support tasks—account for as much as 60%. BGS employees put the collective ahead of their own families, demonstrating dedication and commitment. With a strong sense of political responsibility and mission, they firmly guard the nation’s border against the pandemic, showcasing the mission and responsibility of ground handling services at our national gateways. Against the backdrop of normalized epidemic prevention and control, this steadfast commitment continues unabated. How to provide excellent service to these admirable and lovable employees, ensuring that everyone within the closed-loop system feels the care and warmth of the “larger community,” has always been a top priority for BGS leadership—a key measure for implementing the “Cohesion Project.”

As a key pillar of the Capital Airport, BGS shoulders the heavy responsibility of ensuring smooth flight operations at the Capital Airport and serves as the main force in carrying out various critical support missions. During this special period, faced with the dual major challenges of epidemic prevention and control and safe airport operations, the BGS Party Committee has stood firmly united with the “two集中” (two centralized) employees, fighting side by side. The Party Committee has strengthened organizational leadership to the fullest extent, closely monitored employees’ ideological trends, and solidified the three-level mechanism for identifying and addressing ideological dynamics—covering the Party Committee, the Party-Mass Work Department, and grassroots Party branches. Moreover, the Party Committee has organized multiple “ten-minute” consolation talks and video communication sessions for the “two集中” personnel, actively listening to their voices and making every effort to address the issues and practical difficulties that concern them, truly ensuring that “every issue is followed up on and every matter receives a response.”
On the eve of festivals such as the Mid-Autumn Festival and National Day, Lü Haifeng, Party Secretary and Chairman of the company, and Zhang Hongkong, General Manager and Deputy Party Secretary, visited the residential areas of “two集中” employees on multiple occasions to extend their greetings and condolences to employee representatives. On behalf of the company’s leadership team, they expressed recognition and gratitude for the hard work and dedication of “two集中” employees in epidemic prevention and control as well as in ensuring safe operations. They also conveyed warm holiday greetings and best wishes to the employees, while reminding them to take good personal protective measures and pay special attention to their physical and mental health. During the recently concluded critical security period for the 20th National Congress, the company’s Party Committee arranged for its leading members to enter closed-loop management, taking the lead in command, staying at the forefront, and delivering tangible results, thereby demonstrating strong appeal and fully serving as the “backbone” for the “two集中” employees.

In line with the Capital Airport’s requirements to “deploy management personnel into specialized zones and integrate Party affairs work into closed-loop management,” under the unified leadership of the company’s Party Committee, temporary Party branches for the “two concentrations” have been established. These branches will further promote, coordinate, and address the prominent issues faced by personnel within the closed loop, with a particular focus on resolving the urgent, difficult, worrying, and anticipated concerns of those personnel.
The temporary Party branch of the “Two Concentrations” has fully leveraged its role as a fighting fortress, establishing and improving a care-and-support mechanism. It conducts regular check-ins and provides targeted care and assistance to employees within the closed-loop system, promptly gaining insight into their ideological trends, work conditions, and family situations, as well as understanding their thoughts, needs, and aspirations. Through channels such as the “I Have Something to Say” mini-program, the branch directly collects the most practical needs and challenges faced by employees in the “Two Concentrations,” focusing on core issues and responding proactively. At the same time, the branch organizes distinctive activities in an orderly manner, distributing fitness equipment, electronic reading cards, and other items to personnel in the “Two Concentrations.” It also procures relevant books and bookshelves, placing them in the standby rooms and rest areas within the closed-loop system for all Party members and staff to study and read. Furthermore, the branch hosts an embroidery competition among female employees within the closed-loop system, fostering mutual exchanges across different job positions and enriching the leisure and cultural life of employees in the “Two Concentrations.” This helps continuously bolster their confidence, boost morale, and create an atmosphere of unity and shared progress.

No matter how small, every employee matter is important; every little detail matters deeply. Starting from the perspective of employees’ needs and in conjunction with the “Hearts United Initiative,” BGS is committed to addressing the practical issues raised by employees. By harnessing the “small yet meaningful gestures” of caring for our employees, we can collectively generate a powerful “positive energy” that drives safe and sustainable development.
The company’s trade union fully leverages its role as a bridge and link between the Party and the masses, diligently carrying out various care initiatives. Under the new normal of COVID-19 prevention and control, employees remain under management and continue to experience ongoing psychological stress. To effectively safeguard the mental health of employees in the “two集中” (two centralized) work arrangements, further alleviate their psychological pressure, and improve their work morale, the company’s trade union has organized closed-loop personnel to participate in the Group’s EAP employee psychological care program courses, adopting diverse and comprehensive approaches to fortify employees’ “mental defenses.” The high temperatures of summer pose a significant physical and psychological challenge for employees in the “two centralized” settings. In response, the company’s trade union has focused its efforts on practical summer care measures for employees, collaborating with medical rescue centers to conduct online lectures that disseminate essential knowledge about working in high-temperature conditions. Tailoring these initiatives to the needs of employees across different age groups and work environments, the union has also timely introduced special慰问 activities featuring cooling beverages, ensuring that care reaches employees’ hearts and minds. The Comprehensive Support Department, focusing on employees’ needs, continues to carry out targeted care initiatives. Working closely with food suppliers, the department has arranged special holiday dishes such as dumplings, tangyuan, and zongzi. During periods of centralized living, employees celebrating birthdays receive birthday noodles, small cakes, and other heartfelt birthday greetings, thereby enhancing their sense of happiness, belonging, and job satisfaction.
The hearts of the people are the greatest politics, and the hearts of the people represent the strongest force. The BGS leadership team has always placed the well-being and concerns of its nearly 3,000 employees at the very top of its priorities.
