BGS: Integrating into the center to promote development, serving employees to foster harmony.

Over the past year, BGS has successfully met the severe challenges posed by repeated waves of the pandemic, major transportation support tasks, and the gradual recovery in flight volumes. Under the strong leadership of the company’s Party Committee, the BGS trade union has remained steadfast in taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, closely focusing on the company’s core tasks. Upholding learning as the foundation, service as the essence, and innovation as the driving force, the union has consistently maintained and enhanced the political nature, advanced character, and mass appeal of its organizational structure, thereby playing a positive role in the company’s development.

Uphold the unity of knowledge and practice, and continuously promote the development of organizational systems.

The BGS trade union closely integrates with the practical realities of civil aviation safety development, adhering to the principle of combining study, reflection, and application, as well as unifying knowledge, belief, and action. By earnestly studying, publicizing, and implementing the spirit of the 20th National Congress of the Communist Party of China, the union continuously strengthens ideological and political guidance for employees, encouraging them to firmly listen to the Party and follow its lead. The union has revised the "Management Measures for Labor Competitions," clearly defining the organizational structure, management procedures, implementation methods, as well as mechanisms for recognition, rewards, incentives, and safeguards related to labor competitions. These revisions provide a solid foundation for building BGS’s talent pool and motivating employees to uphold the bottom line of aviation safety, conscientiously fulfill their job responsibilities, and diligently hone their professional skills. Additionally, the union has revised the "Detailed Rules for Trade Union Management" and the "Regulations on Financial Review Management," further clarifying the nature of grassroots trade unions within BGS and specifying fundamental principles regarding basic duties, organizational development, female workers, financial management, and asset management. By making effective use of the system of employee representative assemblies, the union has revised the "Implementation Plan for the Management of Trade Union Funds and Expenditures," refining standards for activity expenditures and revenues, specifying concrete amounts, outlining financial management methods, and establishing robust supervision and inspection mechanisms. After being reviewed and approved by the employee representative assembly, this plan has created a closed-loop system involving employee management, employee utilization, and employee oversight, thereby enhancing the transparency and scientific nature of enterprise management. To better and more meticulously serve employees, the BGS trade union has established and perfected the organizational structure of branch unions, completing the establishment of seven branch unions and electing a total of 35 branch union committee members. Each branch union is equipped with a chairperson or vice-chairperson. Through these improvements to the organizational structure, the union has truly deepened its engagement with employees and effectively rallied their collective strength.

Focusing on core tasks to boost the quality and efficiency of team building.

Taking the study of the spirit of the 20th National Congress as our guiding principle, we are closely focused on two core tasks: advancing the industry’s central work and enhancing the quality of our workforce. We are strengthening grassroots efforts and laying solid foundations, continuously promoting the improvement and efficiency of team-building initiatives. We have carried out labor competitions in a thorough and effective manner, organizing 16 sessions of job training and skill competitions that involved 584 participants. We have helped teams address their weaknesses and build on their strengths by benchmarking against outstanding team-building practices, and we have recommended nine teams—comprising 12 primary and deputy team leaders—to participate in the “Strengthening Foundations Program.” We have vigorously promoted the spirit of model workers, the craftsman spirit, and the contemporary civil aviation spirit, and recommended four teams to compete in the third “National Civil Aviation Most Influential Team” and “National Civil Aviation Model Team” selections. Among them, the Panshi Team from the Cargo Department was awarded the title of “National Civil Aviation Model Team.” Centered around the theme “Laying the Foundation for Safety and Building Momentum for Development,” we have actively explored and implemented new concepts, approaches, and methods for team building. We recommended four teams to participate in the Civil Aviation Team Short Video Contest; among the 2,061 entries submitted, the work of the Pingxin Team from the Air Traffic Control Center stood out and won the Best Work Award. The other three teams all received honorable mentions, fully demonstrating the practical actions and positive results achieved by BGS frontline teams in implementing the full-staff safety production responsibility system and adhering to civil aviation safety regulations and standards.

Warm-hearted care is always by your side, fully leveraging the role of “family members.”

“As the nation prospers, it is the people who thrive”—the BGS union adheres to a people-centered approach, focusing on employees’ thoughts and concerns, and making every effort to address their urgent, difficult, and troubling issues. We diligently carry out various service initiatives, offering employees continuous care and support. We have established a regular mechanism for showing concern and care, with members of the leadership team frequently going deep into the frontline to deliver cooling relief, warmth, and heartfelt greetings during major holidays, special occasions, and extreme weather events—bringing our care directly to the hearts of our employees. We provide personalized care tailored to different needs and business characteristics, enhancing employee satisfaction in a differentiated manner. For instance, we specially distribute energy-boosting packs tailored to the unique demands of de-icing operations, ensuring comprehensive nutritional support; and for key positions and employees living in concentrated housing areas, we introduce specialized EAP psychological counseling programs to provide targeted emotional support. We’ve launched the “Warmth Always by Your Side” initiative, systematically organizing files of employees facing difficulties. By continuously refining and updating information on employees in need, we ensure that our assistance is both precise and effective. We pay special attention to key groups: for female employees, we’ve organized women’s health seminars and series of activities such as “Women Paint the Winter Olympics”; for cadres aiding Tibet, we hold video-based, face-to-face greetings and exchanges during holidays, and procure equipment like pulse oximeters to show our care and concern. We also prioritize employees’ occupational health: for particularly critical positions, we comprehensively consider the specific characteristics of workers and provide additional health monitoring devices such as blood pressure monitors, ensuring that our care is truly practical and effective. Furthermore, we’ve introduced occupational health training sessions on “Cardiopulmonary Resuscitation Skills” and “Health Protection Measures for Workers During Summer’s High-Temperature Periods,” safeguarding employees’ safety and health rights. Focusing closely on employees’ real needs, especially during special periods when widespread shortages of medical supplies and medicines were reported, we promptly procured antipyretics, cough remedies, and antiviral drugs—including ibuprofen—to respond effectively to the first wave of COVID-19 infections. At the same time, we ensured an ample supply of protective gear, firmly placing employees’ life safety at the forefront.

With hearts connected, strength united, and emotions blended, the BGS trade union will closely focus on the central tasks of the company, taking the promotion of high-quality development as its guiding theme. Using care and concern as the bridge and bond, and team-building as the key lever, we will further enhance the vitality of the trade union, truly implement the “Hearts-Uniting Project,” and build a trade union system that is substantive, meaningful, and warm-hearted. We will identify the entry points and synergies between our trade union work and the spirit of the 20th National Congress of the Communist Party of China, ensuring that our efforts move forward in sync with the Party’s cause and resonate in harmony with the workers and staff!
