The BGS Cargo Department’s “Jingxin” Team was established in 2013 and currently has a total of 31 members. The team’s management goal is “excellence in everything we do, with every member fully committed and respected for their responsibilities.” To comprehensively enhance service quality, the Jingxin Team has meticulously tapped into its service potential, segmented customer needs, and developed specialized contingency plans tailored to the unique characteristics of different types of cargo. By focusing on both the big picture and attention to detail, the team provides customers with high-quality ground handling services that meet their diverse requirements. In particular, its premium handling services for cultural relics, live animals, and chilled/fresh food have earned high recognition from airlines and cargo owners alike. Over the past ten years since its establishment, the team has maintained an impeccable record of “zero errors, zero accidents, and zero complaints.”
Focus on safety and implement the “Three Fundamentals” initiative.
Safety is the lifeline of civil aviation development. The meticulous work teams actively organize and carry out various activities, deepening the "three foundational efforts"—focusing on grassroots-level work, laying a solid foundation, and rigorously honing basic skills—while fully implementing the work requirement of "zero tolerance for safety hazards" to strengthen the safety foundation.
The key to strengthening the grassroots level lies in building a strong grassroots team. Carefully organized work teams pay close attention to personnel division of labor, job assignment, and on-the-job training, continuously enhancing team cohesion. We ensure that the “Five Deliveries to Teams”—namely, safety education delivered to teams, manual implementation delivered to teams, risk prevention delivered to teams, skills training delivered to teams, and style-building delivered to teams—are fully put into practice. Through various methods such as online document study, offline organization of thematic safety education activities, regular safety meetings, and analysis sessions on safety case studies, we ensure that safety work is thoroughly learned, effectively implemented, and rigorously managed and executed.
The key to building a solid foundation lies in perfecting and implementing rules and regulations. Work teams must carefully and rigorously foster employees’ safety awareness, strictly adhere to procedural standards in their work, maintain thorough records of daily tasks and inspections, and promptly report and address any issues that arise. Management positions should conduct regular, as well as unannounced, spot checks on production safety documentation—including work records, shift logs, document archives, and safety inspection ledgers—to ensure that rules and regulations are fully and effectively implemented.
The key to honing basic skills lies in enhancing the safety awareness and emergency response capabilities of frontline employees. As the saying goes, “To forge iron, one must be strong oneself.” Carefully organized teams regularly conduct safety training sessions, emergency drills, and competitions to improve safety knowledge and skills. Employees are encouraged to actively participate, and they are urged to conduct self-checks, make self-corrections, and continuously strive for self-improvement. We also adopt diverse learning approaches, such as the Party member “one-to-two” mentoring program and cross-position learning, to create a positive learning environment. This helps new employees quickly adapt to their roles, enables veteran employees to further enhance their professional competence, promotes employees’ all-round development, builds their competitiveness, and ensures they can meet unexpected job demands.
Focus on business and standardize operational procedures.
The dedicated team has developed standardized operating procedures tailored to the scope of inbound cargo handling, ensuring that safety and efficiency are firmly embedded in specific job roles and particular business operations. For special cargoes such as cultural relics, live animals, and chilled/fresh food, the team has designed “Special Cargo Assurance Plans.” Relying on their strong professional competence and responsible work ethic, they have successfully completed numerous assurance missions, accumulating extensive experience in this field.
Focus on external communication and deeply understand customer needs. When handling special cargo, staff members proactively contact shippers in advance to inquire about specific requirements and assist shippers with the pickup procedures. During the storage period at the cargo terminal, security personnel are assigned to conduct comprehensive monitoring of the cargo’s condition in accordance with the storage requirements for cultural relics and exhibit items. For live animals with stringent demands on temperature, humidity, natural light, ambient noise, and feeding conditions, we provide personalized services tailored to their needs. For frozen and fresh food products, we assign dedicated personnel to carefully inspect and verify each item, ensuring the absolute safety of special cargo throughout its stay at the terminal and guaranteeing that the cargo is safely and promptly released upon the shipper’s pickup.
Standardize internal operational procedures to ensure timeliness and safety. The shift supervisor will track the entire process to guarantee that all tasks are properly implemented. For cultural relics, exhibits, and goods, provide well-lit, relatively secluded storage areas with perimeter lighting; also, check the performance of CCTV equipment in these areas. For live animals, offer ventilated, temperature-controlled “animal hotels” or prepare relatively quiet storage areas. For chilled and fresh food products, guide and organize the green outbound channels to facilitate swift cargo release. Constantly monitor aircraft landing dynamics, ensuring that the transportation team is notified immediately and arrives at the designated parking spot ahead of time. Upon aircraft touchdown, cargo will be promptly transported back to the cargo terminal. Prioritize document processing to ensure timeliness, standardize waybill procedures, and verify cargo arrival information as soon as it becomes available. Once the information is confirmed accurate, prioritize the declaration of inventory details and assist shippers in quickly completing pickup procedures. Warehouses must strictly adhere to the “Safety Operation Manual” to ensure safety. Arrange for key warehouse personnel to take the lead in unpacking and sorting, rigorously inspecting the external packaging labels and conditions of goods, and carefully confirming the weight of each item. Throughout the entire unpacking, loading, and transportation process, warehouse staff will remain on-site at all times, ensuring that labor operations comply with standards, preventing cargo from shifting, and guaranteeing smooth loading onto vehicles. All full-pallet shipments will be routed directly through the green channel to the pickup area.
Focus on efficiency and enhance customer satisfaction.
During the pandemic, the Dedicated Team upgraded its operational procedures in accordance with epidemic prevention requirements, rigorously disinfecting both goods and documents to ensure防疫 safety. At the end of last year, when an EK charter flight arrived at the port carrying a shipment of temperature-controlled cold-chain pharmaceuticals, the Dedicated Team immediately activated its “Special Cargo Assurance Plan,” establishing a “green channel” for the nearly two-ton shipment of temperature-controlled cold-chain drugs. This ensured smooth operations throughout the entire import process, enabling shippers to complete customs clearance and pick up their goods promptly, thereby accelerating the distribution of pharmaceuticals to retail outlets and supporting epidemic prevention efforts—demonstrating the company’s social responsibility.
With the adjustment of pandemic policies, international trade in fresh produce has resumed, and cultural exchanges between countries have increased. As a result, the volume of shipments for chilled and frozen foods as well as cultural relics and exhibits has shown a significant rise. The dedicated team has repeatedly provided safeguarding services for cultural relics and chilled/frozen foods to China Zhongyuan Longhao Airlines, KLM Royal Dutch Airlines, the Palace Museum, and major chilled food distribution companies, thereby making valuable contributions to promoting international trade and cultural exchange.
In July 2022, Russian Airlines resumed flights, kicking off a surge in live animal transport. Within just one month, the airline broke its own live-animal handling records four times, with the highest record reaching 144 live animals handled on a single flight. The variety of animal species involved was extensive, and the crew has accumulated rich experience in this area.
The Well-Managed Team will continue to build on our existing management foundation, delve deeply into details, refine work processes and team management, and ground ourselves in frontline operations.
